 CHARACTER FUNCTION  CHRLC (C)
 (Lower-case)

 Return the lower-case equivalent of  the single character C.  Only  the
 letters "A"  - "Z"  will be  affected by  this function.   If the  host
 computer does not support lower-case letters, then CHRLC must return  C
 as its value.
